Felipe Massa konnte sein Glück kaum fassen. Auf dem vom Brasilianer ungeliebten Stadtkurs von Monte Carlo passte im Qualifying auf einmal alles. In 1:15,190 Minuten bewältigte der Ferrari-Pilot den 3,340 Kilometer langen Leitplanken-Kanal in den Straßenschluchten von Monaco und lag am Ende 0,028 Sekunden vor seinem Teamkollegen Kimi Räikkönen und 0,052 Sekunden vor Lewis Hamilton im McLaren-Mercedes. Erste Pole Position für Massa in Monte Carlo und die erste Startreihe ganz in rot. Damit hat Ferrari für die vorraussichtliche Regenlotterie im Rennen - Wahrscheinlichkeit bis zu 90 Prozent - die Trümpfe in der Hand.

Lakshmi Mittal to buy Britain’s most expensive house for £117 million

Mr Mittal, Britain’s richest man, is understood to be in negotiations to buy the magnificent property in Kensington Palace Gardens, the most prestigious address in London.

When the deal goes through, the mansion will be the tycoon’s second property in the tree-lined private avenue near the Royal residence that was home to Diana, Princess of Wales.

Mr Mittal is close to an agreement with the owner Noam Gottesman, 47, the Israeli-American financier with a reputation as one of the most formidable traders in the City.

Both men were tight-lipped about the transaction, but it is thought that the property will change hands for £117 million, achieving a new British record.

The previous high was in March this year when a flat in nearby St James’s Square went for £115 million.

The detached residence is next door to the Israeli embassy on Palace Green, an extension of Kensington Palace Gardens.

The four-floor house with at least five luxurious suite bedrooms plus extensive servants quarters is described as an institutional neo-Georgian building typical of a type built from the 1920s onwards. It is being sold furnished and with an art collection….[…]

Glamour und Lifestyle auf der Autobahn: Die Teilnehmer der Luxus-Rallye wollten es krachen lassen. Doch die Polizei hat das in letzter Minute verhindert: In Poing hat sie 63 Sportautos sichergestellt, deren Besitzer damit nach Düsseldorf rasen wollten.

Für die Startgebühr von 3100 Euro pro Wagen sollte es vier Übernachtungen in Fünf-Sterne-Luxushotels und freien Eintritt zu exklusiven Parties mit prominenten Überraschungskünstlern geben. Für eine böse Überraschung sorgte dann aber die Polizei.

Münchner und Erdinger Beamte verhinderten in der Nacht von Mittwoch auf Donnerstag eine illegale Rallye von München nach Düsseldorf. Die Polizei hatte einen Tipp erhalten, dass bis zum Beginn des Rennens Autos in einer Lagerhalle in Poing (Landkreis Ebersberg) abgestellt worden seien, damit sie unentdeckt blieben. Die Einsatzkräfte beschlagnahmten daraufhin 63 Fahrzeuge der Luxus-Klasse.

Die Hobby-Rennfahrer hatten zuvor in Münchens Nobeldisco “P1″ gefeiert, wo die Party zum Start des neuen Indiana Jones-Films lief. Als die etwa 100 Teilnehmer am Morgen des Fronleichnamstages ihre Ferraris, Maseratis, Lamborghinis, Hummers und Porsches starten wollten, warteten schon 30 Beamte und ein Zug der Bereitschaftspolizei München auf sie. Alle Wagen wurden bis zum Samstagmittag sichergestellt.

Die Sprecherin des Veranstalters “Rushh Drive 2008″ zeigte sich verwundert über das Verbot. Bei der Rallye im vergangenen Jahr von Düsseldorf nach Berlin habe die Zusammenarbeit mit der Polizei “super funktioniert”, sagte Julia Akra der SZ. Alle Teilnehmer hätten sich verpflichtet, die Straßenverkehrsregeln einzuhalten. Auf eigens angemieteten Rennstrecken hätten sie sich “austoben” können. “Das sind doch erwachsene Leute, die wollen ihren Spaß haben, aber ankommen.”

Zusammen 30.000 PS

Geplant war die “Luxusschnitzeljagd”, so das Programm, zunächst von Hamburg nach München. Als die Behörden der Hansestadt Hinweise auf den “Luxus, Glamour, Lifestyle auf der Autobahn” im Internet entdeckten, verhängten sie ein Verbot….[..]

Gesine Schwan: Streibare Professorin als rote Hoffnung

Politologin Gesine Schwan soll für die SPD als Bundespräsidentin kandidieren - ein Portrait

An der Spitze der Regierung eine Frau - Angela Merkel. An der Spitze des Staates ebenfalls eine Frau - Gesine Schwan. So manchem Konservativen wird bei der Vorstellung, wie politische Führung in Deutschland ab 2009 aussehen könnte, ganz schwummrig.

Von der Professorin zur Präsidentin?

Doch so weit ist es ja noch gar nicht. Von der Professorin Schwan bis zur Präsidentin Schwan ist noch ein weiter Weg zu gehen. Klar ist bisher: Schwan selbst hat großes Interesse und ist bereit, sich noch einmal ins Duell gegen Horst Köhler, diesmal als den amtierenderen Bundespräsident, zu werfen. Zwar unterlag sie 2004, doch sie schwärmt noch heute davon, welch “wichtige Phase” die Kandidatur in ihrem Leben war. Bis heute würden sie Leute auf der Straße ansprechen und erklären, dass ihr Antreten so ermutigend gewesen sei.

Und auch ihr damaliger Mentor Gerhard Schröder war in einer Laudatio anlässlich ihres gestrigen 65. Geburtstages voller Lob: Sie sei eine “Intellektuelle, im Leben geerdet, politisch weitsichtig, pragmatisch und vor allem durchsetzungsfähig.” Dabei hat es Schwan der SPD nicht immer leicht gemacht, umgekehrt verhielt es sich genauso. Die Politologin stammt aus einer sozial engagierten Familie in Berlin. Ihre Eltern waren während des Nationalsozialismus im Widerstand und versteckten noch im letzten Kriegsjahr ein jüdisches Mädchen.

Studium in Berlin, Warschau, Freiburg und Krakau

Nach ihrem Studium (Politik, Romanistik, Philosophie, Geschichte) in Berlin, Warschau, Freiburg und Krakau begann Schwan ihre Universitätskarriere in West-Berlin. Ihre Habilitation schrieb sie über die Gesellschaftskritik von Karl Marx. Sie engagierte sich in der SPD, zählt dort zu den Gründungsmitgliedern des konservativen “Seeheimer Kreises”. 1984 flog sie aus der Grundwertekommission der SPD, weil sie immer wieder die mangelnde Abgrenzung ihrer Partei zu kommunistischen Staatsführungen kritisiert hatte.

Seit 1999 ist Schwan Präsidentin der deutsch-polnischen Universität Viadrina in Frankfurt an der Oder. Sie gilt als Expertin für die nicht immer einfachen Beziehungen zwischen Berlin und Warschau und wurde von Schröder zur Polen-Beauftragten der Bundesregierung ernannt. Diese Funktion behielt sie auch, als Merkel Kanzlerin wurde.

Verheiratet ist Schwan seit Herbst 2004 mit Peter Eigen, dem Gründer der Antikorruptions-Organisation Transparency International. Zeit für das höchste Staatsamt in Deutschland hätte sie ab Herbst. Haider plant gesetzlichen Preisstopp in Kärnten

Der Kärntner Landeshauptmann Jörg Haider (BZÖ) will für Treibstoffpreise in Kärnten einen sofortigen Preisstopp sowie Höchstpreise für die Dauer von sechs Monaten verfügen. Er bezog sich am Freitag vor Journalisten auf das österreichische Preisgesetz, laut welchem Wirtschaftsminister Martin Bartenstein (ÖVP) den rasant steigenden Treibstoffpreisen sofort Einhalt gebieten könnte, indem er selbst einen bundesweiten Preisstopp verfüge oder die Landeshauptleute dazu ermächtige.

Laut dem im Verfassungsrang stehenden Preisgesetz wäre Bartenstein sogar verpflichtet, für die Dauer von sechs Monaten einen Preisstopp sowie einen Höchstpreis zu bestimmen, falls eine “ungerechtfertigte Preispolitik” seitens der Mineralölkonzerne vorliege, machte Haider aufmerksam. Er forderte den Minister deshalb zu sofortigem Handeln auf. Andernfalls müsste er die Landeshauptleute per Bescheid ermächtigen, diese Maßnahmen ergreifen zu dürfen.

Preisgesetz

Haider wies nach Beratungen mit Verfassungsexperten vor Journalisten auf das Preisgesetz hin, in welchem explizit auf das Thema Treibstoffe eingegangen wird. In Paragraf 5a (Verfassungsbestimmung) 1 heißt es nämlich: “Besteht bei Erdöl und seinen Derivaten auf Grund bestimmter, belegbarer Tatsachen Grund zur Annahme, dass der von einem oder mehreren Unternehmen dafür geforderte Preis oder eine vorgenommene Preiserhöhung die internationale Preisentwicklung in einem ungewöhnlichen Maße übersteigt, hat der Bundesminister für Wirtschaft und Arbeit von Amts wegen zu untersuchen, ob der geforderte Preis oder die vorgenommene Preiserhöhung auf eine ungerechtfertigte Preispolitik eines oder mehrerer Unternehmen zurückzuführen ist.”

(2) Ergibt eine Untersuchung gemäß Abs. 1, dass der Preis oder die Preiserhöhung auf eine ungerechtfertigte Preispolitik zurückzuführen ist und hat diese volkswirtschaftlich nachteilige Auswirkungen, hat der Bundesminister für Wirtschaft und Arbeit für die Dauer von sechs Monaten einen Höchstpreis zu bestimmen. Dieser hat sich an der Preisentwicklung in vergleichbaren europäischen Ländern unter Berücksichtigung allfälliger besonderer, im betreffenden Wirtschaftszweig bestehender volkswirtschaftlicher Verhältnisse zu orientieren und kann auch für einzelne Wirtschaftsstufen bestimmt werden; § 6 Abs. 3 gilt. Wenn sich die für die Preisbestimmung maßgeblichen Verhältnisse wesentlich ändern, ist die Preisbestimmung entsprechend zu ändern oder aufzuheben.”

Gerhard Berger ist der erste Teamchef, der sich klar hinter Max Mosley stellt und dessen Verdienste um die Sicherheit in den Mittelpunkt rückt.

Max Mosley war gestern in Monaco zwar nicht das bestimmende Thema, aber sein Besuch im Fahrerlager der Formel 1 sorgte nach der angeblichen Nazi-Sexaffäre natürlich dennoch für Aufregung. Der FIA-Präsident hat sich mit dem monegassischen Verbandschef getroffen und hielt auch einige weitere Meetings ab, saß ansonsten aber hinter verschlossenen Türen im FIA-Truck.

Gerhard Berger stärkte Mosley nun aber den Rücken: “Ich habe mich nie dazu geäußert, denn das ist eine rein private Geschichte”, sagte er über den Sexskandal. “Da gibt es nichts zu sagen. So etwas passiert mit Erwachsenen. Es verstößt ja gegen kein Gesetz und ich muss sagen, dass ich mich wundere, wie viele Engel hier rumsitzen, speziell in der Formel 1. Auf einmal hat es den Anschein, als seien alle ganz sauber und so nett.”…

Berger sieht aber vor allem Mosleys Verdienste um den Motorsport: “Es hatte wahrscheinlich niemand so viel Einfluss auf die Verbesserung der Sicherheit im Motorsport wie Max. Man denke an Imola 1994, als es einen starken Mann gebraucht hat, um vieles zu ändern: Rennstrecken, Crashtests und so weiter. Einen Unfall wie Kubica in Kanada hätte man sonst nicht überleben können. Und Max hat sich auch um die Verkehrssicherheit verdient gemacht.”

OCHA Closure Update occupied Palestinian territory May 2008

Introduction

Movement and access for 2.4 million Palestinian living in the West Bank has been gradually restricte by the Israeli authorities since the beginning of th second Intifada in September 2000 through th implementation of the internal closure regime.1

Physical obstacles are the key component of thi regime: unstaffed obstacles (earth mounds, trenches road blocks, road gates, etc), staffed checkpoints (fu and partial), random or “flying” checkpoints, and the Barrier.2

These obstacles, form part of the security measure Israel has identified as necessary to protect Israe citizens living both in Israel and in West Bank settlements. They are operated in conjunction with a variety of administrative and legislative measure which include, (but are not restricted to) the forma annexation of territory to Israel, the declaration o areas as “closed military zones”, the prohibition on the use of roads based on identification documentation and permits, the prohibition on the movement of people through checkpoints subject to age and gender criteria, the closure of checkpoint during certain hours and the imposition of curfews o specific communities. These measures are frequently implemented in an unpredictable way.

As a result, the total number of closure obstacle present at a given time, although indicative, does no fully capture the relative severity of the closure regime Similarly, one cannot fully assess the real impact of change in the number of physical obstacles withou considering the “quality” of the particular obstacle added or removed.

Unlike the local Palestinian population, Israeli citizen including settlers, enjoy unimpeded freedom o movement within the West Bank and along the main West Bank roads, which link the settlements to each other and to Israel. However, Israeli citizen are prohibited to enter the areas administered by the Palestinian Authority (Areas A), which cover approximately 18% of the West Bank including most of the Palestinian urban centers.

The present Closure Update provides an overview of the main developments affecting the access and movement situation within the West Bank, for the period from September 4, 2007 (the ending of the previous comprehensive closure count) to April 29, 2008.

It is worth mentioning that about seven closure obstacles were removed by the IDF during May, after the end of the reporting period.3 These changes will therefore be reflected in the next OCHA’s issue of the closure map and closure update.

Protection of Civilians Weekly Report
30 April - 6 May 2008Gaza Strip:
· The IDF killed seven Palestinians, including at least four unarmed civilians, and injured 13 others (including four children).
· One Palestinian was killed and four injured in factional violence that involved DFLP, PFLP, Fatah and Hamas.
· During the IDF incursion into Khuza’a village east of Khan Yunis, the IDF destroyed a two-storey house, four greenhouses and two bird farms.
· The lack of sufficient fuel supplies continues to adversely affect all aspects of life in Gaza. At least 85% of the Coastal Municipalities Water Utility’s vehicle fleet have been unable to operate, affecting the supply of drinking water, sewage treatment and the maintenance of existing sewage networks. Piles of solid waste are acumulating in the streets, which may cause widespread environmental and sanitary problems.
· A total of 45 rockets and 26 mortars were fired at Israel, compared to 42 rockets and 31mortars fired the previous week. Twenty-seven mortars were additionally fired at IDFsoldiers inside the Gaza Strip, which is significantly lower than the 71 mortars fired at IDF ground forces in Gaza the previous week.

West Bank:
· The IDF shot and killed a Palestinian man at Shani checkpoint, claiming that he had atempted to stab a soldier (Hebron). The IDF also physically assaulted a Palestinian man at ‘Azzun ‘Atma barrier checkpoint (Qalqiliya).
· Six Palestinians and two international activists were injured by Israeli setlers in four reported incidents throughout the West Bank.
· On 30 April, 396 Palestinian security officers were deployed in Jenin governorate. During the week, four Palestinians (including one bystander) were injured in clashes with these forces in Qabatiya town (Jenin).
· The IDF imposed a general closure on the West Bank due to Holocaust Memorial Day, denying Palestinian permit holders access to East Jerusalem and Israel, except for emergency medical cases and employees at international organizations.
· The IDF closed the sewing workshop affiliated with the Islamic Charitable Society for a period of three years and confiscated its contents (sewing machines, textiles, ironing boards). While the closure and confiscation order issued in late February stipulated that the contents of targeted establishments would become owned by the IDF, the IDF threw away the workshop’s contents in the city dump. As a result of the closure of the workshop, part of whose products were freely distributed to the orphanages owned by the Society, 15 female workers lost their jobs (Hebron).
· 123 IDF search operations and 123 arrests/detentions of Palestinians were reported; this is, respectively, 14% and 98% higher than searches and arrests reported last week.

United Nations agencies say they are ready to step up relief to cyclone victims in Myanmar after the ruling junta agreed to allow all humanitarian workers into the country.

But UN officials say they first need to know practical details of the country’s new commitment to admit all aid workers to the devastated coastal area.

UN relief spokeswoman Elisabeth Byrs says agencies have been building up food and other supplies for the estimated 2.4 million people affected by the storm.

But she told reporters Friday that she was unable to say immediately how many aid workers would be going in. She said the UN already has about 100 international staff in Myanmar.

Byrs said the United Nations now needs to send experts in coordination and disaster management.

Leading Democratic presidential candidate Barack Obama told The Jerusalem Post that he would fully back Israel’s peace talks with Syria and criticized efforts to block such engagement.

“I am encouraged that Israel and Syria have renewed peace talks and fully support Israel’s efforts to advance peace with all its neighbors,” he said in statement e-mailed to the Post. “I have consistently said that the United States must stand ready to help Israel achieve peace with its neighbors and should not block Israel from the negotiating table, nor force it to negotiate.”

His statements emphatically welcoming Wednesday’s surprise announcement of Israeli-Syrian talks contrasted with the reception offered by Bush administration officials, who provided a tepid response and noted the US was not involved in the ongoing indirect contacts, which are being brokered by Turkey.

The campaign of presumptive Republican nominee John McCain offered a reaction more in line with that of the current White House occupants, though emphasizing Israel’s independence as Obama did.

“Senator McCain’s view is that the sovereign government of Israel should be free to make its own decisions on how best to defend Israel and whether to engage in negotiations,” said Randy Scheunemann, the campaign’s director of foreign policy and national security, who wouldn’t comment on the potential for an American role in the talks…[…]
